Description: The Digital Corporate Services and Solutions (DCSS) organization is responsible for some of the most significant initiatives in Kaiser Permanente (KP) Information Technology (IT), including the Revenue Management Strategy, Consumer Financial Service Experience, Member Payment Services (MPS) and Consumer Digital Strategy. This role will play a pivotal part in driving a new cultural and technology direction for our internal and consumer facing revenue management assets. This role will be responsible for re-engineering existing revenue management platforms, defining and leading the engineers who will build out the new platforms and ensure all 30+ upstream and downstream systems that are impacted are integrated with the latest architecture and technology standards. It will develop and govern delivery lifecycle controls, best-practice documentation for our engineering community, and follow that up with tooling improvements that codify those best practices. It will build on relationships with the engineering and leadership community to get important feedback that will enable them to continuously improve both their own engineering practice as well as helping other delivery groups as a thought partner in their engineering maturity journey. This position will lead a diverse technical organization, Revenue Management Integration Services (formerly known as RCIA), managing large-scale distributed technical architecture changes, hiring and growing engineering and leadership talent at all levels and roles, and defining engineering best practices as it relates to the secure adoption of enterprise applications and digital technologies. This position will need to be able to communicate clearly with senior executive leaders across the company as easily as you can convey key technical ideas and directions to engineers at all levels. It will have strong bias for action and a history of delivering the right results, a critical asset to ensure that Kaiser Permanente will be able to continue to leverage new technologies as they become available and to keep abreast of other innovation that's happening across various industries that would be relevant to leverage in a health care setting.

Essential Responsibilities:
- Establish extensive collaborative relationships with business partners, regional, IT and national leadership to drive the Revenue Cycle technologies delivery throughout the entire project lifecycle. These partnerships are essential to all parties- business planning, investment planning, technical strategic planning, project management and all other systems and plans needed to support these efforts.
- In partnership with business leaders, develop business cases that execute on business strategies and highlight financial return on investment.
- Build a strong Revenue Management Engineering organization that will leverage the best practices of human center design, IT Product Management, design and development through agile methodology and Program Management.
- Working with the Application Services Group (ASG) and Revenue Management-s Production Environment Support team to build and a tier 1 and tier 2 support model.
- Develop a change leadership strategy and execution plan - communicates change leadership plan appropriately and continuously; readily informs stakeholders enterprise-wide of progress, issues, technical matters, financial planning needs, and status of emerging plans and work underway to ensure they are fully-informed. Working with key leaders in the organization to help drive change throughout the organization in support of transforming KP-s current regional approach to Revenue Management to an industry leading shared services model.
- Demonstrate a full understanding of Applications, Platform and its integration and inter dependencies.
- Lead and support execution of program level technology roadmaps and strategy consistent with program needs.
- Direct multiple teams of integration engineering professionals, business analysts, and solution consultants to develop applications and integrations to enhance and streamline operations for users and business.
- Oversee the development of the technical solutions and ensure technical integrity and sound execution on programs.
- Ensure technical implementation of services across product, project, and service operations teams, enabling a differentiated experience for the target customers aligns with architecture standards and guidelines.
- Enable waterfall & agile delivery through the training of engineering practices and approaches, in partnership with other DCSS, Enterprise and Regional teams.
- Collaborate with engineers to uncover pain points and opportunities to accelerate the delivery of new business value.
- Research and validate new technologies and partners, and nurture experimentation in support of understanding emerging technologies.
- Authoritatively represent the organization in matters pertaining to the project.
- Demonstrate technical and leadership experience in managing delivery organizations, systems engineering, systems integration and test of Enterprise wide programs requiring the integration of COTS and/or KP systems such as KPHC, Kp.org, Pharmacy etc.
- Ascertain, resolve and direct issues arising out of multiple avenues and channels; including but not limited to the connectivity, design, performance, requirements gathering, implementation, testing and support processes and interventions.
Basic Qualifications:
Experience
- Minimum fifteen (15) years of IT related experience, including roles providing technical leadership and management of development teams
Education
- Bachelor-s degree in computer science or related field
License, Certification, Registration

Additional Requirements:
- Demonstrated knowledge and experience of the following systems engineering functions: Requirements development and management; System architecture; System design; System integration; System verification and validation; Configuration management; Information Assurance/Cyber Security Experience with HL7, CCDA, and claims-based EDI interfaces Health Care experience is required.
- Assist with Reviewing Change Management Requests and lead Incident Management bridge calls related to Revenue Management Technologies.
- Work experience must include proven success in senior leadership positions, reporting to executive leadership, and demonstrate an in-depth knowledge of the business of IT.
- Must have successfully led highly complex projects with tight deliverables and significant impact in large IT, high volume transaction-based environments.
- Demonstrated autonomy to work in highly complex, matrixed environments with multiple stakeholders and high degree of ambiguity is essential.

Preferred Qualifications:
- Revenue cycle technology experience is preferred
- Chief Engineer or equivalent level and project level background with Big 4 or a large systems integrator a plus
