Description: This position will be accountable for the delivery & support of strategies, technologies and systems to support the operations of the National Functions (listed above). This will include accountability for the execution and implementation of IT investment and maintenance projects, requiring on-time, on-budget delivery and meaningful partnerships with both the National Functions and Regional executives. This position will: Collaborate with the National Functions- executive business leaders from concept to delivery of a comprehensive set of innovative products, services and experiences in support of the National Functions- respective business strategies and objectives. Examples include Payment Platforms, Expense Reporting and Approvals and Customer Relationship Management (CRM) capabilities. Establish partnerships with technology vendors that are critical to the delivery of the IT investment projects. Create and lead programs and associated IT execution teams. The IT execution teams will require cross-disciplinary participation that will not only work across KP IT but multiple vendor solutions. Strong collaboration with Enterprise Architecture, Technology Risk Office, Cloud Application Services, Application Services Group, Infrastructure Management Group, Health Plan BIO, Regional IT BIOs, IT compliance, procurement and fellow DCSS programs/teams (e.g., Analytics, HR, Shared Digital Services, Digital Presence Technology, Revenue Management) will be critical. Architect, design and execute on a transformative end-to-end set of experiences, technology platforms and systems to deliver seamless, integrated and enabling technology for the business processes and operations of our National Functions. In partnership with business leaders, establish program and project management processes including financial management, change management, stakeholder engagement and communications plan for execution of each strategy, program or project.

Essential Responsibilities:
-  This position will be accountable to the Senior Vice President, Digitial Corporate Services and Solutions (DCSS) for all aspects of this position. In partnership with the business this position will manage a portfolio of programs and projects to support our National Functions. This positioin will manage several IT teams with specific responsibilities to develop portions of the technology solution and will also manage matrixed resources across the IT organization and outside vendors.
-  Establish extensive collaborative relationships with business partners, regional, IT and national leadership to drive technologies delivery for Kaiser Permanente-s National Functions. These partnerships are essential to all parties- business planning, investment planning, technical strategic planning, project management and all other systems and plans needed to support these efforts.
-  In partnership with business leaders, develop strategic roadmap and respective business cases that execute on business strategies and highlight financial return on investment.
-  Build a strong IT team that will leverage the best practices for IT Product Management, design and development through agile methodology, use of automation (continuous integration/continuous deployment), re-use of shared technical services (platforms, application services and technical services), and Program Management.
-  Design, develop and lead implementation of technology strategies, architectures & roadmaps for our National Functions. Partner with Enterprise Architecture, Chief Technology Office, and BIOs to architect robust technology solutions.
-  Work with the Application Services Group (ASG), design, build and lead a tier 1 and tier 2 support model, with defined service levels and performance indicators for continuous improvement.  Partner with IT groups, including ASG, to ensure effective operations of existing systems to meet business service requirements.
-  Develop a change leadership strategy and execution plan - communicates change leadership plan appropriately and continuously; readily informs stakeholders enterprise-wide of progress, issues, technical matters, financial planning needs, and status of emerging plans and work underway to ensure they are fully-informed. Work with key leaders in the organization to help drive change throughout the organization in support of the program/project.
-  Enable strategic planning,multi-year IT planning, project planning, scheduling and budgeting, both for investment and core activities
-  Effectively manage core and investment budgets within targets established by leadership
Basic Qualifications:
Experience
- Minimum fifteen(15) years of progressively more responsible IT related experience, including roles providing technical leadership and management of development teams.
Education
- A bachelor-s degree in computer science or related field.
License, Certification, Registration
- N/A.

Additional Requirements:
- Work experience must include proven success in senior leadership positions, reporting to executive leadership, and demonstrate an in-depth knowledge of the business of IT.
- Must have successfully led highly complex projects with tight deliverables and significant impact in large IT, high volume transaction based environments.
- Must have experience with Agile methodology
- Experience and working knowledge of national business processes / function
- Demonstrated autonomy to work in highly complex, matrixed environments with multiple stakeholders and high degree of ambiguity is essential.
- Able to lead a distributed software development team including on-shore and off-shore resources.



Preferred Qualifications:
- Experience working in a healthcare-oriented organization is preferred.
- Experience with DevOps practice is a plus.
